New Delhi, April 18, 2026 — In a major legislative setback for the ruling government, the highly anticipated Constitutional Amendment Bill related to the Nari Shakti Vandan Adhiniyam (Women’s Reservation Act) failed to secure passage in the Lok Sabha.

Following the defeat of the crucial amendment—which aimed to address issues surrounding the delimitation-linked timeline of the 33% women’s quota in Parliament and State Assemblies—Prime Minister Narendra Modi addressed the nation on Saturday night, delivering a sharp rebuke to the Congress-led opposition.

PM Modi Apologizes to ‘Nari Shakti’

Addressing the country via national broadcast, an visibly disappointed Prime Minister stated that the interest of the nation remains the paramount focus of his government. However, he admitted that despite the government’s “best and most sincere efforts,” it could not overcome the political roadblocks erected by the opposition to pass the vital legislation.

In a rare move, PM Modi directly addressed the women of the country. “I sincerely apologize to all the mothers and sisters of the nation,” the Prime Minister said, acknowledging the setback to their long-awaited political empowerment.

Reiterating his government’s commitment to the cause, he emphasized that women’s reservation is the “need of the hour” and a crucial step for building a developed India (Viksit Bharat).

“Party Above Nation”: A Scathing Attack on the Opposition

The Prime Minister did not hold back in his criticism of the Congress and its allied opposition parties, accusing them of deliberately stalling national progress for petty political gains.

“When, for some people, their political party becomes everything, then both women’s empowerment and national interest have to bear the heavy consequences,” PM Modi remarked, summarizing the opposition’s stance. He accused the opposition bloc of prioritizing their own electoral survival and viewing the delimitation process as a “political weapon” rather than supporting a historic step toward gender parity.

Context of the Defeat

The failure of the amendment comes just two days after PM Modi made an impassioned plea on the floor of the Lok Sabha on April 16, urging lawmakers not to view women’s rights as a “gift” and promising that the upcoming delimitation process would not discriminate against any southern state.

However, the opposition, primarily the Congress and regional heavyweights from the South and West Bengal, remained adamant. They have consistently demanded the delinking of the women’s quota from the highly contentious census and delimitation process, arguing that tying the two together is a conspiracy to delay the reservation indefinitely and dilute the political power of certain regions.

Despite the setback in the Lok Sabha, the ruling NDA has received backing from regional allies like Andhra Pradesh Chief Minister Chandrababu Naidu, who also slammed the Congress-led opposition for blocking the historic bill.

The failure to pass the amendment means the implementation timeline for the 33% reservation remains tied to the complex and potentially lengthy post-2027 census and delimitation exercises, setting the stage for intense political warfare ahead of the next major election
