No More Manual Rent: Jalpaiguri Launches ‘Haat Management App’ to End Revenue Leaks
Jalpaiguri, March 9, 2026 — In a major administrative leap for North Bengal, the Jalpaiguri Zilla Parishad has introduced a comprehensive digital platform aimed at overhauling the administration of local markets. Titled the “Haat Management Application,” the new system is designed to streamline operations, maximize transparency, and boost revenue collection across the district.
Currently, the Parishad manages 31 haats (rural markets) and market complexes. Until now, the entire administrative lifecycle—ranging from stall leasing and licensing to weekly tax (ijara) and rent (khazna) collection—has been handled manually. This outdated approach frequently resulted in severe operational delays, staff shortages, and significant revenue leakages.
Geo-Tagging and QR Codes for Stalls
The new Haat Management Application promises to digitize the entire governance process. Under this high-tech initiative, all physical documents related to stall allotments and trading licenses will be securely stored on a centralized digital server.
To prevent fraud and unauthorized subletting, every individual stall will be geo-tagged using GPS coordinates and directly linked to the verified profile of the license holder. Furthermore, each stall will be assigned a unique QR code, allowing inspecting officers to simply scan and instantly retrieve ownership records during ground verification drives.
A Citizen-Friendly E-Payment Gateway
For the thousands of traders and shop owners operating in these markets, the digital shift brings major relief from bureaucratic hurdles. Shop owners can now apply for new licenses, upload required documents, and download approved permits entirely online without needing to physically visit the Zilla Parishad offices.
To modernize the financial ecosystem, the platform has integrated the State Bank of India’s (SBI) e-payment gateway. This allows traders to seamlessly pay their khazna and license renewal fees online. The system will also generate automated SMS and email alerts to notify stall owners about upcoming due dates, outstanding arrears, and hearing notifications.
Curbing Encroachment via Geo-Fencing
A standout feature of the new application is the implementation of geo-fencing technology. This tool is specifically engineered to detect illegal market encroachments and the unauthorized physical extension of stalls beyond their allotted perimeters.
Meanwhile, Zilla Parishad officials will have access to a real-time digital dashboard. This will enable administrators to instantly monitor revenue trends, track pending dues, and evaluate haat-wise collection data.
Senior officials noted that if the Jalpaiguri model proves successful in curbing revenue leaks and administrative burdens, the state government may replicate the “Digital Haat” framework across other Zilla Parishads in West Bengal.
