New Delhi, February 5, 2026 – The Election Commission of India (ECI) today held a high-level briefing for 1,444 Central Observers to be deployed for the upcoming Assembly Elections in five states and union territories, including West Bengal, Assam, Kerala, Tamil Nadu, and Puducherry.
The meeting, held at the India International Institute of Democracy and Election Management (IIIDEM), was led by Chief Election Commissioner (CEC) Shri Gyanesh Kumar, along with Election Commissioners Dr. Sukhbir Singh Sandhu and Dr. Vivek Joshi. The observers—comprising 477 General Observers, 451 Police Observers, and 516 Expenditure Observers—have been tasked with ensuring free, fair, and transparent polling across 824 constituencies.
Addressing the officers, CEC Gyanesh Kumar emphasized their role as “beacons of the ECI,” noting that their presence on the ground is vital to energizing the election machinery and maintaining the integrity of the democratic process. He instructed the observers to remain vigilant and ensure that all commission guidelines are strictly implemented at the field level.
Election Commissioner Dr. Sukhbir Singh Sandhu highlighted the importance of accessibility, advising the observers to act as “friends, philosophers, and guides” to local election officials. He stressed that their arrival must be well-publicized so that political parties, candidates, and voters can easily reach them with grievances, ensuring that any issues are resolved swiftly to maintain public trust.
Further instructions were provided by Dr. Vivek Joshi, who focused on the timely distribution of Voter Information Slips (VIS) and the provision of Assured Minimum Facilities (AMFs) at all polling stations. The Commission also held a doubt-clearing session to brief the observers on the latest IT applications, electoral roll preparations, and media-related protocols.
As the “eyes and ears” of the Commission, these Central Observers are appointed under the plenary powers of Article 324 of the Constitution. They will begin their field visits shortly to oversee the management of the electoral process in the poll-bound regions, focusing on impartiality and the redressal of voter concerns.
