Election Commission to Publish Incomplete Final Voter List for West Bengal Today Following SC Order
Kolkata, February 28, 2026 — In compliance with the directives of the Supreme Court, the Election Commission of India (ECI) is set to publish the incomplete final voter list for West Bengal later today.
The publication follows the Supreme Court’s recent intervention in the state’s Special Intensive Revision (SIR) process, which mandated that judicial officers oversee the verification of pending elector credentials.
Categorization of Voters
According to the State’s Chief Electoral Officer (CEO), Manoj Kumar Agarwal, the draft list contains the names of 7.08 crore voters. This baseline number will remain in the final list, but individuals will be distinctly categorized based on their current verification status:
Approved: Voters whose applications have been successfully verified will be included normally.
Excluded: Individuals whose names are being removed will have the word “Delete” marked beside their entries.
Under Review: Approximately 60 lakh voters whose documents are still under judicial review will have the word “Adjudication” mentioned next to their names, pending final clearance by the deployed judicial officers.
Availability of the Electoral Roll
The printing of the categorized lists began on Friday morning and continued overnight. According to the CEO, the digital version of the incomplete final voter list is scheduled to be uploaded and accessible to the public by this afternoon.

For offline verification, physical copies are being dispatched to the offices of District Magistrates, Sub-Divisional Officers (SDOs), and Block Development Officers (BDOs) across all districts, where the public will be able to view them. In Kolkata, hard copies will be kept at the Jessop Building and the Survey Building. Furthermore, copies will be provided to all recognized political parties and District Election Officers.
