PM Modi in Lok Sabha: ‘Nari Shakti’ is Not a Gift, It’s Their Right; Urges Unanimous Passage of Women’s Bill
New Delhi, April 16, 2026 — Prime Minister Narendra Modi delivered a powerful and sweeping address in the Lok Sabha today, making a passionate appeal for the unanimous passage of the monumental Women’s Reservation Bill.
Labeling the moment as a historic turning point in India’s parliamentary democracy, the Prime Minister stated that true development is impossible without incorporating 50 percent of the population into top-tier policy-making. He sternly reminded lawmakers that political maneuvering to stall the bill is no longer viable in the modern era.
A ‘Right’, Not a ‘Gift’
In a sharp critique of historical political attitudes, PM Modi addressed the underlying patriarchy that has delayed the legislation for nearly 30 years.
“We must not assume we are giving something to the Nari Shakti; this is their right,” the Prime Minister declared. He highlighted the hypocrisy of past decades, noting that while local 50 percent reservations were successfully implemented in Panchayats, higher officials and MPs resisted quotas in Parliament purely out of fear for their own political survival and power.
He warned lawmakers against underestimating the massive political awakening among Indian women. The millions of women who have successfully governed Panchayats are no longer silent observers but highly vocal grassroots leaders who will “heavily influence future electoral outcomes.”
“You have stopped it for three decades, now you must finally do it,” PM Modi remarked, calling the bill a necessary act of atonement by the political establishment.
Reassurances on Delimitation
Addressing intense concerns, particularly from Southern states, regarding the upcoming delimitation process linked to the bill, PM Modi offered absolute constitutional reassurances.
He categorically stated that the new delimitation processes will “absolutely not discriminate against any state or region.” The Prime Minister guaranteed that the demographic proportions established during previous governments will be strictly maintained. “This decision-making process will absolutely not do injustice to anyone,” he affirmed, adding that he was prepared to use regional terms, including Tamil, to eliminate any fears of political wordplay.
A Non-Partisan Appeal
Stating that his vision of a ‘Viksit Bharat’ (Developed India) transcends infrastructure and requires empathetic governance, the Prime Minister explicitly asked the opposition not to view the bill through a political or electoral lens.
He clarified that the credit for this historic step will belong to the entire House, not just his government or party. However, he also issued a stark warning regarding the intent of the lawmakers: “The Nari Shakti of this country will never forgive any flaw in our intentions.”
Addressing the timeline, PM Modi explained that extensive structural discussions and the disruptions caused by COVID-19 explained the implementation delays, but he stressed that missing the 2029 opportunity would permanently shatter public trust. He concluded his address by pointing out that the new Parliament building was specifically designed and expanded to accommodate this crucial 33 percent influx of female legislative strength.
