New Delhi, February 13, 2026 — In a landmark move following the inauguration of the new Prime Minister’s Office (PMO) complex, Seva Teerth, Prime Minister Narendra Modi signed four key files that signal a powerful commitment to “Seva” (service) across all sections of society. These first executive actions, taken from the state-of-the-art facility, focus on women’s empowerment, rural prosperity, startup innovation, and healthcare security.

The Prime Minister cleared major initiatives aimed at benefiting farmers, youth, and vulnerable citizens:

PM RAHAT Scheme Launched: A new “Road Accident Victims Hospitalisation and Assured Treatment” (PM RAHAT) scheme was approved to provide cashless treatment of up to ₹1.5 lakh for accident victims. The goal is to ensure immediate medical care during the “golden hour” to prevent loss of life due to lack of funds.

Empowering Women (Lakhpati Didis): Building on the success of crossing the 3 crore mark early, the government has doubled the target to 6 crore Lakhpati Didis by March 2029. This move aims to further strengthen women-led self-help groups and boost rural incomes.

Doubling the Agriculture Infrastructure Fund: To strengthen the agricultural value chain, the fund has been expanded from ₹1 lakh crore to ₹2 lakh crore. This will support better post-harvest management and storage facilities for farmers.

Startup India Fund of Funds 2.0: A corpus of ₹10,000 crore was cleared to power the next wave of innovation, focusing on deep tech, advanced manufacturing, and early-stage ventures.
Seva Teerth: More Than Just an Office
The inauguration of Seva Teerth marks a transformative milestone in India’s administrative architecture. For the first time, the PMO, the National Security Council Secretariat, and the Cabinet Secretariat are co-located under one roof to ensure seamless strategic coordination.
The complex is built to 4-Star GRIHA standards, featuring renewable energy systems, water conservation, and smart security. Alongside Seva Teerth, the Prime Minister also inaugurated Kartavya Bhavan 1 and 2, which will house key ministries including Finance, Defence, and Health, replacing the aging and fragmented infrastructure of the colonial era.
As the top executive offices move to this modern address at Kartavya Path, the historic South and North Blocks are set to be converted into the “Yuge Yugeen Bharat National Museum”, preserving India’s civilizational journey for future generations.
