“Undeclared President’s Rule in Bengal”: Mamata Banerjee Accuses BJP of ‘Deep Conspiracy’
Kolkata, March 20, 2026 — With the crucial two-phase West Bengal Assembly elections just weeks away, Trinamool Congress (TMC) supremo and Chief Minister Mamata Banerjee officially launched the party’s much-anticipated election manifesto on Friday.
Branding the BJP’s election strategy as a “deep conspiracy,” Banerjee combined a barrage of sharp political attacks against the central government with the unveiling of a comprehensive governance roadmap titled “10 Protigya” (10 Pledges).
The ‘Deep Conspiracy’ and President’s Rule Claims
During the launch event, Banerjee accused the BJP of attempting to seize control of West Bengal through fear tactics, divisive politics, and the misuse of central agencies.
“In every election, we have witnessed various conspiracies since the time the BJP came to power, but this time the conspiracy has crossed all limits. It seems they want to capture Bengal by any means,” Banerjee stated. She claimed that the state is currently being forced to operate under an “undeclared President’s Rule,” alleging that the BJP has effectively derailed the administrative system out of jealousy.
The Chief Minister also took aim at Prime Minister Narendra Modi, accusing his government of failing to deliver on past promises while simultaneously privatizing major national assets like the Railways, LIC, and Air India. Furthermore, she highlighted the looming threats of the National Register of Citizens (NRC) and future delimitation exercises, urging voters to remain united against attempts to create communal rifts.

The “10 Protigya” Manifesto Breakdown
Shifting focus to her party’s vision for a fourth consecutive term, Banerjee laid out a detailed blueprint encompassing welfare, infrastructure, and job creation. Here are the major highlights of the TMC’s 10 pledges:
Boost to Lakshmir Bhandar: Financial assistance under this flagship scheme will be increased by ₹500. General category women will now receive ₹1,500 per month, while SC/ST beneficiaries will receive ₹1,700.
Youth Financial Support: The ‘Banglar Yuba-Sathi’ scheme will offer unemployed youth financial assistance of ₹1,500 per month.
Massive Agriculture Budget: A dedicated ₹30,000 crore agri-budget will be introduced to support farm families and landless laborers.
Housing & Water for All: The state guarantees ‘pucca’ (concrete) houses and piped drinking water connections for every household.
Doorstep Healthcare: Annual “Duare Chikitsa” camps will be set up in every block and town to ensure accessible medical care.
Education Overhaul: Government schools will undergo major modernization under the new ‘Banglar Shikshayatan’ program.
Economic Gateway: A major push to transform Bengal into the primary trade gateway for Eastern India through improved ports, logistics, and a new global trade center.
Expanded Social Security: Continuation and expansion of old-age pension schemes.
Administrative Expansion: The creation of 7 entirely new districts and the expansion of urban local bodies to ensure better localized governance.
With voting scheduled for April 23 and April 29 across all 294 constituencies, the TMC’s welfare-heavy manifesto sets the stage for a fiercely contested electoral battle.
